How to configure for feature User Search Permission
For all the following procedures,
Confluence Browse People Permission App must be installed on your Confluence server, data center (see our Installation Guide for detailed instructions).
You must be logged in as a user with the Confluence Administrators global permission.
Overview
This feature is to limit people who users can search for in Confluence to enhance information security.
Basically, this is how the configuration in User Search Permission works:
The Groups listed in the first column of the Groups table are granted permission to search for and locate other groups mentioned in the second column, titled Search Groups.

The Individual Users listed in the first column of the table are granted permission to search for and locate other groups mentioned in the second column, titled Search Groups.

By selecting the 'Search All' checkbox, both groups and individual users can be configured to have the ability to search for all users in Confluence.
By default, users in the same group have permission to search for and locate one another.
Following these steps to go to the User Search Permission page:
Select :cog: > General Configuration
Under the section Confluence Browser People Permission select Configuration
Select the tab User Search Permission
In order not to be confused, when we say group A can search for group B, that means all users in group A can search for all users in group B
Grant group(s) permission to search for users in group(s)
Click the button Add Group to create a new entry in the table
In the Groups column, select groups that you want to grant permission.
In the Search Groups column, select groups that can be searched by groups located in the Groups column
if you want to grant permission to search all groups in Confluence, simply check the checkbox in the Search All column
Otherwise, select groups in the Search Groups column to specify which groups can be searched for

Grant Group
Grant individual user permission to search for users in group(s)
Click the button Add User to create a new entry in the table
In the Individual Users column, select individual users that you want to grant permission.
In the Search Groups column, select groups that can be searched by groups located in the Groups column
if you want to grant permission to search all groups in Confluence, simply check the checkbox in the Search All column
Otherwise, select groups in the Search Groups column to specify which groups can be searched for

Grant User
Add group into “Not Permitted Group“
By default, users in the same group have permission to search for and locate one another. But if you want “Users in the same group DON'T have permission to search for and locate one another” just add that group into “Not Permitted Group“ table
Select groups you want to add to the table

Limited Group
The Confluence Administrators always have the permission to view/search all the users
