What is an "Issue Picker Custom Field"?
The Issue Picker custom field is a special custom field of type "Single Issue Picker" or "Multi Issue Picker". It allows users to select one or more issues from a dynamic suggestion list, which is generated based on a configurable JQL filter.
This custom field can be created and configured only by Jira administrators.
For all the following procedures,

Smart Issue Picker for Jira app must be installed on your Jira Cloud with a license or trial license (see our Installation Guide for detailed instructions).

You must be logged in as a user with the Jira Administrators global permission.
Creating a Single-Issue Picker
Following these steps:

Go to :cog_icon: > Work items

Click Custom fields under the section Fields.

Click the button Create custom field

Select the category All and search for “Single Issue Picker“

Create a new custom field
-
After creating a new custom field → Edit “Context and default value”

Click to “Edit custom field config“

Input the “JQL” and “Display” field and click “Submit”
Creating a Multi-Issue Picker
Following these steps:

Go to :cog_icon: > Work items

Click Custom fields under the section Fields.

Click the button Create custom field
-
Select the category All and search for “Multi Issue Picker“

Create a new custom field

After creating a new custom field → Edit “Context and default value”

Click to “Edit custom field config“
-
Input the “JQL” and “Display” field and click “Submit”
If you don’t configure the “Context and default value” you will get an error “No valid context configuration found for issue-picker“
