Who can configure Sync Bridge, and who can use it on work items?

Only Jira administrators can open the admin page and manage connectors, sync rules and sync history.
Anyone who can browse a work item can see its sync status in the panel and its Sync history tab.
Only Jira administrators can push, pull, retry and unlink from the panel.
Who can turn sync on or off for a single work item is set per sync rule.
